The World Scout Bureau has invested in ensuring tests are carried out to evaluate and ensure the credibility and neutrality of the system. These tests have been conducted by staff members and volunteers with no stakes in the results so to ensure neutrality of our testing. We are also contracting a 3rd party independent organisation to carry out additional verification and testing. Tellers are also appointed by the Conference and Youth Forum to scrutinize the votes. We take this moment remind all delegations that the World Scout Bureau is the secretariat of WOSM and thus plays an impartial role in supporting the governance structures of WOSM, including the Conference, in the fulfillment of their functions. That includes the conduct of free and fair decision-making and elections.
