The World Scout Bureau has invested considerable time and effort into developing and testing the eVoting system, ensuring its credibility and neutrality. To strengthen the tests already conducted by staff members and volunteers, we are also contracting a third-party independent organisation to carry out additional verification and testing, further ensuring the system's credibility. Tellers are also appointed by the Conference to scrutinise the votes. We remind all delegations that the World Scout Bureau is the secretariat of World Scouting, and therefore plays an impartial role in supporting WOSM's governance structures, including the Conference, to fulfil their functions. This includes the conduct of free and fair decision-making and elections.
