According to World Scouting's Constitution and Rules of Procedures, each Member Organization has six votes at the Conference.
Each Member Organisation is also represented by a delegation, with up to six delegates. Only one person per delegation, ideally the Head of Delegation, will receive the voting credentials to cast the votes on behalf of their Member Organisation.
Member Organisations not present at the conference can also vote by proxy, meaning that they can request another Member Organisation at the event to vote of their behalf.
